Webhook retry backoff is too aggressive for EU region

Our webhook delivery service retries on a fixed 30s interval which, combined with the EU-region queue depth, occasionally delivers three copies of the same webhook within a minute. Proposed fix: exponential backoff with jitter, capped at 10 minutes.
